No, they are protecting their already overloaded network from going belly up.
There are other apps like Orb that have been approved though that do the same thing, only with ANY media. I'm not sure this isn't a concerted effort to knock out a potential U-Verse competitor. The problem with that of course is not all AT&T customers are served by U-Verse, so if that turns out to be true (I'm on the fence whether it is or not) it could open them up to legal troubles.
