Maybe in the UK cable isnt the same class of threat, but im pretty sure cable is why Verizon went with Fiber Optics here in the US. because they know that faster Docsis2 was there and that D3 was coming and that Twisted pair copper was deadend. and that since Cable has FTTN already, FTTH isnt much more of a push so they had to also beat cable to that punch.
