ODD: Certain IPs do not route from Chicago POP

This is an odd issue,
I have multiple IP addresses on a OneLink DSL circuit. I have had on occasion one or more IP address that will not route out of Chicago er1. Rebooting equipment or changing equipment has no effect on availability. Changing IP to another in pool on existing equipment will allow traffic to pass.

When doing tracert nothing is past my ethernet card and or router depending on test condition. I was told that I have a bad IP address, but changing out will eventually have bad ip routing as well. SE will just rebuild the IP or circuit and end the call.

This issue showed up on another DSL & T1 account with SE. Is this issue limited to the shelf from covad or a backhaul to the er1 in Chicago? My guess is that it is not a covad issue since they handle the L2 (ATM & frame relay VC). L2 looks good with good margin. The traffic will pass instantly when changing the ip address to another in the pool. My guess is the ER1 is going bonkers. Anyone???
