Thats way below average.
Average 3G speed for the US is around 1.1 Mbps
So, it looks like that 7.2Mbps will be about 2Mbps real world.
Real world 7.2 Mbps HSPA should be 2.5 - 4 Mbps. With places spiking to 5 Mbps at times.
Right now I can get 2 Mbps out side here in south florida. When I'm inside its around 1.5 Mbps.
