If it were a real metered bill(PAYG) system I think it would work better ten people would pay for what they use. $10 for a 5m connection and what ever it cost the ISP for a GB of data we would pay 2x that. If 1Gb cost them $0.20 we would pay $0.40, I do not know what it cost I am just using numbers that are easy to double.

The cost to carry a GB of data has to not only factor in the data consumed itself, but also the cost to operate the ENTIRE network.. that means those that talk to you on the phone, the ones who support it, the guys who install and maintain the lines outside, the broken modems, the taxes, power, insurance and other benefits to the employees, etc.
Trying to sit back here and micro analyze the amount to pay based purely on the cost of a transport cost is invalid. That's like trying to say that the cost of the army is just the soldier alone and not the weapons they use, the cost to move the soldier, and all other expenses.
This is a common mistake that just about everyone uses in trying to justify their position.
Still, for those that don't understand what I'm saying, and those extremest that love to sit on their mouse and keyboard clicking REPLY in haste, I never once agreed that $1 over per gb is reasonable either.

If you have a relatively low base price, plus a reasonable price per GB, then it becomes fair. Charging the same per month as before plus $1/GB is outrageous and is where the backlash comes from

Metered billing won't work.. it became ineffective for phone companies and long distance.. predictability in monthly revenue on flat model pricing has been winning out over metered billing from MSOs. Power and Gas providers can do it and are the rare exception since it's all they do.. They have nothing else to subsidize the cost of the line.
Think about it. If everyone started to drop video and moved towards a $10 per line plus byte billing, you'd still be in a mess.. and, it's not hard to find where I disagree with $1 per gig at status quo here.. I think it's wrong. I'm someone that calls for raising the monthly cost of flat rate internet on two levels.. 1) Stand alone internet customers should be charge FAR more than they are now. 2) Those with bundle services need to pay more, but maybe something like $10 more. The internet isn't priced correctly and instead of them being honest about it, they want to play games.
And, to be honest, if you kept everything the same, and simply raised the price $3 a month, people would have a fit too. Backlash is OFTEN ignored becuase the backlash will always come at any price increase even though rising costs, which is a fact, not a dirty term, is reality in life. Many people understand that costs go up and don't get their panties in a bundle over it, so long as they are in reason. Those, around here, that complain about price increases will do so even if it's by $1.

That is why they would raise the price on us too.
