Yes, you should get the same 12Mbs/2Mbs speed that Comcast offers. Several months ago when Comcast in Seattle increased to 12/2 my Earthlink Cable speed increased to 12/2 as well.
Earthlink Cable is currenty advertising 10Mbs down speed on its website.
