I went to the URL myaccount.aol.com and changed his billing to the Free Plan, which allowed him to keep his AOL email account and inbox.

This might be what’s happening –

Completely cancelling his AOL account might actually cause him to lose his AOL email.

Rather than cancelling he probably needs to change his AOL to what used to be called the BYOA - Bring Your Own Access Plan. (It might be called something else now. )
The BYOA plan gives you AOL for free when you use some other ISP to connect to the internet.

The BYOA plan does not include any type of tech support or dial-up access. There are also various paid access plans that do include tech support and limited or unlimited dial-up. And there used to be other access plans that included other extra features, but I don't know all of what they offer now. They may have been trying to sell him one of those other plans.

He should look at Keyword Billing, or it might be at myaccount.aol.com now, and look for info on the various AOL access plans. He should be able to make the changes online.
Maybe he'd be more comfortable if you looked over his shoulder while he made the changes online.

 [ Dial-up] Did AOL pull a fast one on my 82-year-old neighbor?

I'm not sure what AOL's billing and services are, so I thought I could get some help from this message board.

My neighbor, who is 82 years old, wanted to cancel his dial-up subscription with AOL and switch to Embarq high-speed (DSL). Embarq is currently his landline phone provider. When he called AOL to cancel his subscription, they tried to offer him a $12/month package to "keep some of his AOL access" and he declined. They then offered him this deal of $5/month to keep his AOL email address. I told him that even though he's going to cancel his AOL dial-up service, he can still access his AOL email using Embarq's DSL service (mail.aol.com). Embarq told him the same thing.

What is this $5/month plan to "keep his email address"? When I spoke with him on the phone, he said he went around the world, from the United States to India to an automated machine for over two hours, trying to cancel his dial-up service. He's not really sure what the $12/month or $5/month plans are, and said that he thought he could keep his AOL email address for free, which is exactly what I and Embarq told him.

What's going on? Is it true that if you cancel your AOL dial-up service, you lose your email address/inbox, unless you pay a $5/month fee? What should I tell him to do?
