Really.

So, when said competitors don't exist or won't bring in the service? What then?

I agree it's not "fair" for a Government to compete with a private business.... but then again it's not "fair" for a private business to rule over it's customers in a monopolistic manner because there's no/very little competition.

So, if the business doesn't exist, what is there to shut down? Seems such a network will create business, create jobs, boost innovation, and ensure that other private vendors will join up.

There's tons of competition. Wireless ISPs (WISPs) currently serve an estimated 3 million customers in the US, and cellular broadband is nearly ubiquitous. (Fiber, remember, is nothing but "wireless in a very expensive tube.") And anyplace where there's a cable company, there's a telephone company too. If folks want still MORE competition, they can incent it for far less money than it takes to drive it away. But asking government to provide broadband is like asking the DMV to service your computer. (Shudder.)
