Receive signal to noise and attenuation tend to be key things to look at. Under checking connection everything is pass.

Except I'm paying for 3 mbps.

EDIT: Now my Download is "14.10 kbps"

I have tried unplugging the router and using only the modem, then I tried getting a whole new modem, nothing seems to be helping. It is this way across three computers.
