If I recall correctly Comcast needs to have an arrangement with the original owner of the number block to do the port. Other than ATTWS and Broadwing (which is now Level3) I don't know the rest of these guys. They likely would have had porting agreements with AT&T (allowing the original port to CV to take place) but perhaps not Comcast.
You are not limited to those companies. The new carrier needs to have a presence in the rate center - not specific exchange. see: »www.localcallingguide.com/lca_ex···h=049620

Pretty much any company should be able to port numbers in Geneva, IL. All of these have presence there: AT&T, Verizon, Level 3, Paetec, Comcrap, RCN, XO, BroadWing, Sprint, T-mo, etc.

Thanks for the clarification. For fun, I decided to see who hosted my original CallVantage Beta test line back in 2003 when it was called Consumer Digital Solutions (CDS). I received the number 407-563-xxxx which was the closest to South Florida. It turns out it was not AT&T but TCG. I know it is now owned by AT&T but thought this bit of trivia would be interesting to some of you.

I had this problem with Comcast and pissed me off.. because it's not in the same LEC Rate Center, it won't be ported even though the number is local and same city. Comcast here services the same 4 cities, so you would think they would port it in. But nope, they refuse to port a number that isn't in the same rate center as where you live. VERY ANNOYING!!!!

Yes...you are correct. This is exactly what happened in my case...very annoying...

Did you go ahead and just get a new number with Comcast or did you choose another provider?

I have to keep this number because it is a main line for a local festival i'm in charge of, as well as it's the main house line. I went with Vonage instead. I don't understand why Comcast has such an issue with porting numbers that other carriers don't have that problem with.

I had problems porting to PhonePower. CallVantage kept denying the port for no good reason. PhonePower kept at it until they let it through. It may be harder to motivate Comcast to work at it.

Interesting, I ported to PhonePower from CV with no problem. Although I'm in the Long Island, NY area so that may have been the difference.
