I wouldn't think so, they just "upgraded" their network last year to support speeds above 5/364. I got bumped up to ~7/1, but 4 months later it went back to 5/364. Most of it is not rural, and wouldn't having fios in the neighborhood be exactly the areas where they would implement first...?
