I'd say SoCal since they are surrounded by AT&T & Verizon...
I wouldn't think so, they just "upgraded" their network last year to support speeds above 5/364. I got bumped up to ~7/1, but 4 months later it went back to 5/364. I called in and was pretty much told by any supervisor I could get a hold of "what network upgrades?".
