Hard to catch

As noted, the caller id is spoofed and they war dial and don't obey the Do Not Call list. The only way to block them is to reject callers you haven't preapproved.

They're also particularly resistant at giving out any identifying information, so it's hard to track them. Even if you ask "How's the weather where you are?" they'll hang up.

There's probably more than one group working, too. I would hope the Verizon settlement also includes a "cease and desist" as well as the money.
