Orange is the standard color for all buried communication cable. It doesn't necessarily mean it's fiber, it could be copper or even coax. Here is the full list of standard colors.

Red – Electric
Orange – Communications, Telephone/CATV
Blue – Potable Water
Green – Sewer/Drainage
Yellow – Gas/Petroleum Pipe Line
Purple – Reclaimed Water
