More involved answer: maybe they're getting a highly asymmetric link on the backbone side of things (for whatever reason) or want to discourage P2P, or are getting a sweet deal on inbound bandwidth by partnering with some datacenter or other.

How can anyone take that seriously? I have 8 times that upload speed without powerboost on the regular Comcast tier... What do you think about this?
