@gtc.edu		 WI: Prepaid cellphone for the unemployed?

I remember seeing on the local news from Milwaukee about a week or 2 ago a program for the unemployed to get a prepaid cellphone with only 60 mins or so per month for free as an aid for job searching, doesn't anyone know the name and or site?
