He doesn't seem to concerned about the current useage. Aren't the last 2 spots technically not-allowed ... P2P and 'other'? Heck half of the web-browsing catagory is probably not-allowed by the TOS either. Perhaps he should be concerned they are giving away the store with a quarter of bandwidth being used shouldn't be used at all.....
