<description><![CDATA[AndyD2k posted : Yeah, not sure what's going on.  The only thing I can think of is that I know they're testing Docsys 3.  Perhaps it's affecting top tier.  It's just quite puzzling to see speeds fluctuate so much.  I mean to be a 1/10 of what I should be getting ist just not normal and it has happened enough times since the start of the year that I need to get this sorted for peace of mind]]></description>
