I'm pretty sure Apple couldn't care less as to how much bandwidth an application for the iPhone is going to use.

They want to sell devices, the more and better uses for an iPhone the more people will buy them.

I personally believe Apple would be against this 100% and are restricting it (just like skype) because the carrier wants it restricted.
