too cheery

A bit too PR cheery for Karl. Sounds like a copy paste job to me.

Wheres the grinding on how its not really free and only available with a subscription? Also why doesn't it subsidize computers and training for poor like a proper muni wifi system should

Perhaps because this isn't a municipal system.

This is a private outdoor wifi system, free for the company's own land-line subscribers.

Probably the only reason Cablevision's outdoor system can succeed where municipal systems have failed is because Cablevision already has the internet connection infrastructure and backhaul network built (their existing plant) and doesn't have to pay someone else to use it.
