HOW TO? Access Public IP from local machine (NAT LOOPBACK?)

Hello, I have the comcast business service with the smc modem and five fixed IP's. I am running windows small business server running a basic web page and wordpress.

What I need to do is to access the public address for my blog on wordpress via its external address rather than "local host". As you can tell in networking I am over my head, but from what I read I need NAT Loopback?

Can anyone tell me where to start Please?
