In this case, there was enough time for a crewman to get his camera and get on the bridge (wing) to snap some photos of what was about to happen. Not that it makes it any better. :D Someone failed to yield right-of-way, obviously and then it was all she wrote.... kinda lucky the damage wasn't worse....

Not sure but that could be part of the Houston ship channel in Galveston Bay. Very close maneuvering there and the ships actually head for each other and steer away at the last moment to prevent the ships getting sucked into each other from the venturi effect.
