Lines don't have to be perfect; 24 Mbps is the max for ADSL2+ on downloads and that can be reached at 5000 feet from the CO if I remember correctly.

Oversold nodes OTOH are a very real issue. You'd think that Comcast was using DSL and Qwest cable by the congestion problems on the one hand and the lack thereof on the other.
