I haven't been able to find (maybe I'm just blind) what the upload rate increase is, assuming there is one.

Any official info around?

Here in Ontario, the Extreme Tier is 10Mb down/1Mb up whereas the one below (Express is it?) is 7Mb down/512Kb up.
