There is no such a thing as best...
It comes down to two ADSL choices:
1)expensive and reliable:Telefonica (they own the par and data trunk)
2)cheap and newly reliable (at birth they where a disaster):Jazztel.
Cable is regional and is plagued by traffic shaping.
I would go with Jazztel.
