LNP Time Affected by Original Owner

I have two numbers with CV in the process of porting. I am seeing quite a difference in porting time and wondering if this was due to the new provider/CLEC or different original ownership of the numbers. Both ports were initiated on the same day.

Here are the details :

Line 1 : Original owner BellSouth, was ported to Vonage from 2003-2007, then CV, planned port by 19 May to CallCentric
Line 2 : Original owner Broadwing (now Level3), ported to CV in Aug. 2007, being ported to InPhonex

InPhonex has told me they believe the port will go through as the current status of this request is FOC, but no final date yet.

If one assumes that Line 1 was actually hosted by AT&T switches then the current switch provider and original are the same.

In the case of line 2, does CV have to release the line to Level3 then Level3 agree to the port to the CLEC serving InPhonex (either Global Crossing or XO) ?

I haven't found a FAQ that addresses this scenario.
