If we did, and saw the circuit go down (Hard down), we still need to talk with someone on site, before we can really do any GOOD troubleshooting. We need to check basic things on site fist. A good example, would be power. What if your location losses power at 2am, we start working it, and get the ILEC out at 3am, only to find out your circuit is down because your building has no power. That is a ton of wasted time, and energy, all for something we have no control over.

So we depend on the user to report any problems, this way we can work together on a resolution.

Thanks for your honest response. However, I understand the possibility of equipment failure at our premise but we have had outages caused by bad equipment at the carrier's premise that was proactively repaired before we could report the outage. Because we had 24/7 monitoring we were notified about this outage and the steps being taken to resolve it. We would like the ISP to at least investigate up to a certain point in the network to find out where the circuit went down. We also get reports on latency. It is this type of monitoring that I was asking about. We are willing to pay a premium for this type of service.
