Each time a satellite fails (and they fail regularly), the availability goes down. It has nothing to do with how many people are using GPS.
GPS will always keep working to some degree until the constellation drops below 8 satellites, you will just get less position fixes at less location-times and less accurate position fixes which each satellite below a 24 satellite constellation if satellites are not replaced as they fail.
