You're right .... there are vendors not associated with Telarus who occassionally offer a lower price. But .... if Telarus is associated with all the top vendors (with all the associated guarantees, SLA, etc.) ... than who are these "other vendors". Thus my friendly warning to be careful of Kmart providers.
