The amendments were not meant for the states. The 13 states/colonies had the amendments written to limit the power of the new union, not the power of the states.

One small item that most people tend to forget about now-a-days.
One of the Reconstruction Amendments changed that. Essentially, whatever is prohibited to the Federal Government is also prohibited to the state governments.

The 14th Amendment has to be applied (incorporation doctrine) to the states specifically by a Supreme Court ruling, I believe. It doesn't automatically happen. For instance, many amendments have been incorporated for a long time, but the 2nd was only recently incorporated with the recent Heller decision.
