Comcast XFINITY → [Connectivity] Throttle on torrent?

Im on the 16/2 plan with comcast been using utorrent to get my Legal torrent! No matter how many Seeder are there am always capp Out @ 750kb, The torrent start off around 1.2m and slowly come down to 750kb and stay there.
When using firefox to down large file on a FTP it's steady @ 1m.
So am i be throttle? Thanks for Reading
