Honestly, that's the kind of throttling I can agree with. Enough to ensure QoS, and only when QoS might be impacted if it weren't done.

Brantford, ON		 Agreed, blanket throttling is just an excuse for poor network design, and/or the failure to monitor things properly and upgrade as needed.
