If they make it so you have normal pricing and another option then it might work. Why not have flat pricing and then have another option like
10Mb / 100 gig - $10 or 10Mb / Normal service - $40
Such things might actually lead to consumer satisfaction. We know we cannot have the consumer actually benefiting along with the company. The thing that is surprising is that everyone is talking all about caps now it seems that no one is even trying to getting faster speeds at cheaper prices.
