The main reason is security , they have the 360 tied down pretty tight with Hollywood and every one else they and Sony bent over too.
A browser opens a whole world of possible exploits and adds other ways to get media to the 360. MS and hollywood don't want that. -- "It's always funny until someone gets hurt......and then it's absolutely friggin' hysterical!"
