Is your ST516 modem handling the PPPoE login (your internet access login), or is the Belkin router?

If your Modem is set to handle the login, and the router's WAN port is set to Automatic or DHCP, then you end up with a phenomenon known as Double NAT, in which case port forwarding does not work correctly.

You need to put the ST516 modem in bridge mode, and configure your Belkin router to handle the PPPoE login by entering your username & password in it. That will allow the port forwarding settings in the Belkin router to work properly.
