Verizon uses ROW as well whether their lines are on poles in PROW or under public streets or private properly. Verizon doesn't own every inch of dirt between the CO and every home. And here in Huntington Beach, Verizon was trenching public streets and sidewalks installing FiOS.
TWC isn't the only cable operator who line shares. Some legacy ATTBi areas (including some that are now Comcast like Seattle) also line share. -- POKE 65495,1
