Besides, Spam costs the customer money and generates money for the ISP, whereas P2P costs the ISP money. These are prioritized accordingly.

The people that create and send the spam usually have a considerable amount of bandwidth themselves, despite the fact that they use nefarious methods. Unless things have changed, which is possible, these guys aren't running their operations from a Starbuck's.

EDIT: It has been said, many times by many people, The only reason for faster connections is for filesharing or "stealing".

Well, I have 16mbps x 2mbps.
But, seeing as I barely hit 35GB per month combined directions... something just doesn't add up, does it?
