Verizon FIOS AND AT&T available - how?

My brother just purchased a new house in Northridge, California. AT&T is the provider of phone service in the area. Nonetheless, he was able to sign up for Verizon FIOS which he now has (phone, Internet, television).

How is it possible for one house to be serviced by both of these companies? He also has Time Warner available to him, giving him three choices for phone and Internet service. AT&T does not offer u-Verse there so he could not get TV service from them. He does have AT&T u-Verse in his old house a few miles west.

Also, the FIOS installer pointed out the battery back-up that was installed in the event of a power failure. So is Verizon FIOS phone service more like Time Warner VOIP than an actual landline? An AT&T landline would continue to work in a power outage without the installation of a battery back-up.

Might he be living in an overbuild area? Last I checked, there was only one out west in Texas.

When I did my undergrad at CSUN I lived in Northridge for a while and had an AT&T number (Pac Bell Tel at the time!) but one of my professor friends lived a few streets away and had a Verizon (GTE at the time) phone number. It think the northern-most parts of Northridge (N of Devonshire, perhaps) are serviced by different phone companies. This is true for other parts of the valley, such as Panorama City and possibly North Hills and Granada Hills as well.

I kind of knew that the northern valley has Verizon while the rest has AT&T.

The thing is, in my brother's case it is both. Perhaps he is on the border? He is between Nordhoff and Devonshire.

And can someone answer the issue of the battery back-up. Is FIOS phone service POTS or VOIP?

Interesting...where is he east-west, and what is his telco prefix?

FIOS phone is POTS over FIBER, not VOIP, and the battery backup keeps the phone line powered during a blackout. Another UPS can keep the router alive so battery-powered laptops and the like can still use the internet. A UPS can keep also the TV and STB alive too I suppose.

That location is pretty close to the eastern edge of Northridge, nearly North Hills' Verizon territory. I didn't know they had FIOS yet. My friends near Devonshire and Balboa will be pleased to hear that!

The 818-89x exchanges are all Verizon according to NANPA.

But AT&T does provide home phone service there. My brother called them first for a quote. And I just went on the AT&T website to do a mock order for phone service there.

AT&T offered phone numbers (818) 709-xxxx or (818) 998-xxxx. Those numbers show up on NANPA as Pacific Bell/AT&T in Northridge.

My brother signed up with Verizon and received a number (818) 894-xxxx. That number shows up on NANPA as Verizon in San Fernando.

Different rate centers with different local calling areas. My brother's Verizon number is a ZUM 3 call from my LA number of (323) 936. A Northridge number from AT&T would be a local toll.

Darci's right, we'll need Onedollar to find out if there's any overbuild of FIOS into ATT areas there. The T numbers belong to Northridge CO, and the Verizon number to Sepulveda CO (in North Hills). Less than 5 miles apart, by the looks of it.

To date, Vz has only overbuilt in one or two areas of TX. »FIOS' overbuilding in North TX

If this has actually happened in this one CA place, it's the first time it's been report here...

Working for the company I know that as of last year Verizon Fios is supposed to start doing an overlay in any other area they may choose.
