If you want to quiet it down, then you need to run cooler. Running quieter is about running cooler.

You need to find out what is generating what noise and then see what type of cooling is required.

You will find PCs oriented to Quiet PCs and only sell quiet equipment, such as this place, but that isn't a recommendation. Do your research.

If you have 3.5" drives, you can go down to 2.5" 7200 Seagate, which are quiet and no heat.

Fans have ratings. Lower db is better.

HSFs have noise ratings in db. Lower db is better.

There are Variable resisters to allow speed control, so you can dial in the speed and acceptable noise of your fans.

What I have gone to is;

Water cooling, allows you to run cooler with little to no fan, since water is 26 times more efficient at heat transfer.

My quad core CPU is around 14c. I have only one fan on the radiator, spinning at 400rpm and inaudible. The only real noise I have is the pump and I'm testing different pumps to find the most quiet for the job I need.

I no longer use those Power supplies because of the noise. I use a DC-DC. Once I exceed 200w, I put in another in parallel.

Bigger is not always better.

It really depends on what you want to do.
