Lower db is better.<br><br>HSFs have noise ratings in db. Lower db is better.<br><br>There are Variable resisters to allow speed control, so you can dial in the speed and acceptable noise of your fans.<br><br>What I have gone to is;<br><br>Water cooling, allows you to run cooler with little to no fan, since water is 26 times more efficient at heat transfer. <br><br>My quad core CPU is around 14c. I have only one fan on the radiator, spinning at 400rpm and inaudible. The only real noise I have is the pump and I'm testing different pumps to find the most quiet for the job I need.<br><br>I no longer use those Power supplies because of the noise. I use a DC-DC.
