is this an MTU?

Is a little brown chip, with a red plastic thing in my phone box an MTU?
I was reading online about MTU's causing DSL connection issues when a phone rings.

I am on Verizon DSL, so I went outside to my box, and in the customer side of the grey outside box, and I popped out the little grey thing out that you can test your connection with (can plug in a phone), and there was a little chip behind it with four wires, it looked like they ran in from the telco side, hit that chip, and headed in to connect to the screws to connect to the wires in my house.

Is this an MTU? I don't want to cut something out that might be important.

On the red part, there is a wiggly line, and

My guess is that it is just a fuse, but I am not 100% sure, and like I said, I would hate to cut out something that is important.

The MTU is not hardware. It is a software parameter for your internet connection.
