I was told by CIA/Cybersurf (Rogers reseller) that the download slowdowns were due to congestion on the local cable, and that they were working around the city to upgrade the links. She didn't know when my link would be upgraded. The congestion makes the link slower than DSL for hours at a time. Saturday afternoons are especially bad.
