Irish Shark : Since Vista is auto-tunning, there is nothing to tweak (unless you like snake oil ;).

So based on you advertised speed and the results of then teh faster speed test, I would say it looks good. One issue that I have seen, is that certain ISPs, might be throttling the bandwidth if the circuits are having high usage.
--
"You can observe a lot by watching".
MineNow : I appreciate the response.

Your answer about the test sites, is pretty much what I figured.

The speeds of 5-6 down are pretty consistent across the board when downloading from anywhere, so my concern is that there may be something preventing the speeds from going past that threshold.

I would think that I would see a higher down speed occasionally, depending on where the file/files are coming from, but that just isn't the case.

It is disappointing to be paying a premium for faster speeds, but never seeing them come anywhere near there (taking into consideration all that can get into the way of achieving those speeds), ever.

So all looks good on my end?

Irish Shark : • This is not a Vista issue. It applies to any OS.

• Tests sites are structured to do nothing except speed tests. They limit the load on the servers; take the best route to/from the site, etc ....

• When downloading from a site, it is just the opposite. You have to deal with sever congestion, the route taken to the site, data error/retransmissions, etc ..... They have to deal with heavy loads which is the main cause for slower downloads. When Microsoft had a deal last week, it was just a roll of the dice if you got in. I tried for 5 hours and never got a connection.
--
"You can observe a lot by watching".
