THIS Network (Cleveland)

Is anybody else having problems with THIS Network (channel 191) in the Cleveland area? When I tune in, it says in a purple box "not authorized," even though it is in the digital value package and I have digital basic. I thought maybe it was a city wide thing. The channel was just started yesterday in Cleveland, so maybe they are having a problem with it. Anybody else in Cleveland tried to tune into this channel?
