They very well might, but to me it would be a bad business practice to the rest of their customers that don't use an iPhone. I could see that creating a big problem with them.
Problems never seem to have stopped AT&T before

On a serious note, it could turn out to be better for everyone. The iPhone is already forcing AT&T to upgrade their network, and even bring their data price down (rumored). Other changes could impact other phone users, in a positive way.
