Channel selection is done at the router. The laptops will follow.

WEP is not a good choice for speed. It's also not the best choice for security. If the equipment supports WPA, move to that. Safer and faster.

17% retransmits is high. You should see very few. That's at least half of your problem. They usually result from interference and changing the channel may help with that. Interference sources include 2.4GHz wireless phones, wireless home security systems, wireless security cameras and other wireless networks.
