I find sometimes I can't load web pages like Ebay and any other random pages.

I release my ip and renew it with a new one and the pages load quickly.

Sometimes I can't renew the IP, like they are getting tight on IP's.

So changing the MAC works.

Lately it's been getting stingy for IP's and "Log in TELUS Device and IP Registration" is not working, which is what I googled to find this.
