| First define who owns the handset and when!  Before the lawmakers deal with handset exclusivity they should deal with who owns the handset and when. The Handset Manufactures are increasing the complexity of handset locks under the order of the Wireless Carriers. Carriers take the position that the subscriber owns the handset if it breaks and must pay to repair or replace it. The carrier typically claims ownership of the handset if the subscriber wants to move the handset to a different carrier. The lawmakers should address that issue. |
