Not that I don't believe that is what you were told, but in my experience the folks around here know a lot more than anyone I ever talked to in the mall. And no one here knows anything yet...
Trust me there is no 25/20 tier. No sales guy at a mall would have a clue as to what speeds are being offered until a day or two before launch. The minor launch this weekend will not even be advertised. Essentially on the 21st if a new subscriber calls in to order either 10/2, 20/5 they will be offered something a little better then those speeds. Essentially that will be 15/5 and 25/15 give or take a little since the tiers have a little "fluff" built in. This would also apply for any existing customer looking to upgrade there speeds.
