.... which of course is a purely partisan misrepresentation that has little to do with Broadband or the USF.
Now, if you want to equate broadband buildout to being "welfare" that's one opinion, other people might call it "Infrastructure upgrades."
Personally, I think doing it by the USF is not a great idea--- because the USF is used as a type of welfare, just not the type you're referring too. The USF is CORPORATE WELFARE at it's worst, and any expansion of the USF without significant reforms into it's oversight I have a problem with, even for the goal of broadband
